Apparently the police department email system is not immune to Urban
Legends, even with our high-speed spam filters. When this came to me yesterday, I
forwarded it because of the police source I received it from.
At any rate, I will forward to you, my constituents, Items that I think
are for your general welfare, I will just make sure the spam and urban legend
filter is in high gear prior to posting.
Thank you for checking into this.

Agreed. I checked UrbanLegands.com and this is the result:
SUMMARY: Email rumor warns of a new carjacking scheme involving the
placement of a sticker or flyer on the victim's rear window to fool them into
exiting the vehicle with the engine running.
Description: Email rumor
Circulating since: Feb. 2004
Status: False

According to Snopes, this is an urban legend, and the email forwarded is
identical to that.
Please confirm that this has actually occurred in Evanston.
