[Dewey-Darrow] From the police blotter - car jacking/urban legend

Apparently the police department email system is not immune to Urban 
Legends,  even with our high-speed spam filters. When this came to me yesterday, I 
 forwarded it because of the police source I received it from.   
At any rate,  I will forward to you, my constituents, Items that I think 
are for  your general welfare, I will just make sure the spam and urban legend 
filter  is in high gear prior to  posting.

According to Snopes, this is  an urban legend, and the email forwarded is
identical to  that.

Please confirm that this has actually occurred in Evanston.
