It sounds like the owner was arrested only for public intoxication.

I went out for a walk and found one woman walking a delightfully friendly
Golden Retriever and warned her. I also walked over to the family who has a
daughter who appears to have Down's Syndrome and frequently walks her service
dog in the neighborhood. I have their phone number and will advise them when
the dog is impounded so she can go out again.

Neither of the dog owners are on any of these lists.
