[Dewey-Darrow] Barking dogs

Yes yes   thank you   i have also called about the tied  out dog at 1225 
Dodge- not Darrow but behind the alley of  Darrow- I have walked over to find 
him- tied out at all hours   I have called police at 11pm and midnight a few 
times;    called Animal Control today to see what other ordinances- besides 
the noise  ordinance might regulate barking dogs-   they tell me that the 
only  other ordinance would be if a dog was tied out all day with no shelter- 
  which this one is not- only let out for long periods during all hours and 
tied  up.    They said we could file a complaint with the  police.   I have 
concerns about this dogs well being as well as being  fed up at being 
awakened at midnight by this dogs barking.   He is not  a happy dog.   So if 
anyone wants to join me in signing a complaint-  we can do that and then appear 
in court.   I do not know who the  owners are-  maybe we could also enlist 
Fortino to join us on a visit to  this family before we file a formal 
complaint.  What do people think?
