Klaiber Promoted to Deputy Chief of Evanston Fire & Life Safety Services
EVANSTON, IL ? On February 8 Greg Klaiber will be promoted to Deputy Chief of Evanston's Fire and Life Safety Services filling the vacancy recently created by the retirement of Deputy Chief Hunter.?The vacancy created by his promotion has been eliminated through budget reductions.
Deputy Chief Klaiber is an Evanston resident and a graduate of Evanston Township High School. As a 25-year veteran of the Department he rose through the ranks from Firefighter/Paramedic, Captain, Division Chief and finally to Deputy Chief. The Deputy Chief is second in command of Evanston Fire and Life Safety Services.
Most recently, Chief Klaiber served as the Division Chief in charge of Emergency Medical Services and Specialty Teams including Hazardous Materials, Technical Rescue and the Water Rescue/Recovery Teams.?
In addition to his duties with the City of Evanston, Deputy Chief Klaiber was a School Board Member for District 65 (1999-2003) and was an active participant in Evanston?s Youth Baseball Association. He holds a Master?s Degree in Cardiac Rehabilitation and a Bachelor?s Degree in Exercise Physiology.
The?promotion will take place on Monday, February 8 at 2:30 p.m. at the Fire and Life Safety Services Headquarters located at 909 Lake Street.

Snow Route Parking Ban in Effect?Tonight, Feb. 10th
The City of Evanston has declared a Snow Route Parking Ban for tonight, Wednesday, February 10th?focusing on snow removal in the retail and metered parking areas.? Community members are requested to park according to the red, white and blue signs on their streets to allow the City to effectively clear the snow. Emergency sirens will sound to alert community members to move their cars at 8:15 p.m. on nights snow route parking bans are in effect after an accumulation of two inches of snow. 
During the Snow Route Parking Ban tonight, main thoroughfares in Evanston designated as Snow Routes will be cleared first, and parking is illegal on these streets between 11 p.m. Wednesday, February 10th and 6 a.m. Thursday, February 11th. 
Even if plows have been through, snow removal operations may require return visits by City trucks. The fine for violating the Snow Route Parking ban is $50 plus towing and storage charges. 
When community members move their cars to nearby side streets, they are reminded to follow the snow clearing regulations for that side street.
Snow Emergency in Effect?Today Through Tomorrow Feb. 11th
The City of Evanston has declared a Snow Emergency between 8 a.m. and 6 p.m. for today and Thursday, February 11th. Snow Emergencies apply to residential streets which are posted as Snow Routes. 
Parking is NOT allowed on the even-numbered sides of the street today, Wednesday, February 10th; vehicles must be parked on the odd number sides of the streets. 
Parking is NOT allowed on the odd-numbered sides of the street on Thursday, February 11th; vehicles must be parked on the even number side of the streets.
The City?s emergency sirens will sound at 7:15 a.m. and 12:15 p.m. on Snow Emergency Days.?

Cars parked illegally during Snow Emergencies are subject to a $35 ticket?or a towing fine of $100.
?
When community members move their cars to nearby side streets, they are reminded to follow the snow clearing regulations for that side street. 
Most streets with parking on one side only now have permanent ?ODD date? or ?EVEN date? signs that allow them to be plowed during snow emergencies.

City Announces Foreclosure Prevention Partnership with Interfaith Housing Center?
EVANSTON, IL - The City of Evanston and the Interfaith Housing Center of the Northern Suburbs are pleased to announce a new partnership to expand one-on-one foreclosure prevention counseling and education to Evanston residents.
The Evanston City Council recently approved a $25,000 grant from the Affordable Housing Fund to engage the Interfaith Housing Center of the Northern Suburbs, a HUD-certified fair housing and housing counseling agency, to directly assist at least 75 Evanston residents at risk of mortgage foreclosure, and educate at least 170 Evanston homeowners on how to prevent loans from becoming delinquent and avoiding fraudulent lenders or servicers. 
Evanston residents worried about paying their mortgage loan or going into foreclosure can now meet with Interfaith staff for free, confidential counseling at the Lorraine H. Morton Civic Center on Tuesdays, Wednesdays and Fridays.? Residents should call Interfaith at 847-501-5760 to schedule an appointment. 
Curbing foreclosures has long been a concern among city council members and is a priority in the Evanston Housing Commission?s 2009 Affordable Housing Plan. The number of foreclosures in Evanston more than tripled between 2005 and 2009, increasing from 96 in 2005 to 336 in 2009, according to Woodstock Institute reports.? Interfaith worked with Evanston agencies to create an ?Evanston Home Preservation Task Force? to coordinate services to residents, many of whom were reluctant to come forward to seek help. 
Interfaith?s foreclosure prevention counselors assist homeowners in gathering the proper documentation? for possible loan modification, submit the documents on behalf of the homeowner, follow up with the lender regarding the loan modification request and inform the homeowner of steps to take to stay proactive. Interfaith also maintains its office in Winnetka, open 9-5, Monday through Friday.
In addition to individual counseling, Interfaith will hold community forums on communicating effectively with your lender, completing loan modification forms, avoiding mortgage rescue scams, and how to spot predatory lending. Forums will also provide information on federal programs and on Energy Star products. 
The Interfaith Housing Center of the Northern Suburbs is a nonprofit organization founded in 1972 that advocates for fair and affordable housing in 16 northern suburbs of Chicago.? Based in Winnetka, Illinois, it investigates complaints of housing discrimination, organizes tenants in landlord-neglected buildings, operates a Homesharing Program, and organizes residents at a grassroots level to promote affordable housing and diverse communities.?  My oldest brother Robert went into Evanston Hospital for an appointment
about pain he was having in his lower back. After being admitted to the
hospital. He started to develop Pneumonia; he was placed briefly in I.C.U.
because of his other conditions. (C.O.P.D., etc.) In order to assist him in
his very labored breathing. They told him he would have to be put on a
ventilator, which he refused. He is now in Hospice care and not doing too
well. Please keep him in your thoughts and prayers. Thank you Sincerely.

PS. He is in room 3401 his does have his laptop there with him and uses it
when he feels up to it. But I can't guarantee he will get your email

Hello Mary Jo Wisniewski,

 I am Robert's youngest brother. He is resting comfortably, there has been
some of an improvement in his condition. But he will never completely
recover. We have been in constant contact with his Doctor's at Evanston
Hosp. What will probably happen is he will be moved to some type of extended
care facility where pretty much he will be there from now forward. He will
need constant medical monitoring and attention, which we can't physically
provide him at home. It has been a constant and emotionally wearing week.
Where he has been back and forth physically. He is at the time stable and
resting comfortably. As things progress, I will try to update on the
[Dewey-Darrow] website. I want to thank you all for your concern and well
wishes. Bob does have has Laptop with him so you can actually send him
emails. I'm not exactly sure if he will get them, unless he is strong enough
and coherent enough to get them. Thank you for your concern. Sincerely

City?Ordinance to Ban Hand-held Cell Phones?while Driving Takes Effect March 15th?
EVANSTON, IL ? The Evanston City Council recently passed an ordinance making it illegal to speak on a hand-held?cell phone while driving. Drivers, as of March 15th, 2010, will now be required to use a hands-free device in a public safety effort to curtail distracted driving. The ordinance was put forth by 7th Ward Alderman Jane Grover.?
?The data shows that distracted driving, using a cell phone while driving, quadruples the risk of an accident,? explained Grover. ?The ordinance will help reduce that risk in Evanston. When drivers try to manage their phone and their car at the same time, safety always looses out.??? 
As of the first of the year, Illinois law now bans texting while driving. The City's new ordinance also bans texting while driving but additionally prohibits web browsing or listening to voice mail while driving. The City ordinance permits drivers to talk on the phone while driving if they use a hands-free device. 
?
The City ordinance calls for a $50 fine, with an added $200 penalty if the violation occurs at the time of a traffic accident.
?
The City ordinance exempts work-related calls by government officials from the ban and permits anyone to make a 9-1-1 call while driving.? Also, using a cell phone in a parked car is not banned.
?
?This new ordinance puts Evanston in line with a handful of other Illinois communities that have banned the use of hand held devices while driving,? said Grover. ?All Evanston residents support increased safety on our streets, whether they are in a car, on a bike, or walking across a street.? 
?
Evanston Bicycle Club President, James Heller along with Lina Hoffman and Dan Persky of the Active Transportation Alliance provided expertise on the issue of distracted driving and supported the ordinance according to Grover.
Some alternative suggestions to avoid talking on the phone while behind the wheel:? 
??Make your calls before you pull out of a parking space, driveway or garage;? 
??If there is a passenger in the car, let them handle calls;
??Leave your phone in your purse or pocket when driving; 
??Turn off the phone in the car so you are not tempted to answer it;? 
??Pull over to make/receive calls; and 
??Plan ahead to avoid the need to be on the phone while driving.
The City of Evanston has already passed an ordinance increasing fines for speeding in School Speed Zones which takes effect February 26, 2010.?

EVANSTON, IL -?Mayor Elizabeth Tisdahl announced today that the City of Evanston will respond to Google's Request for Information (RFI) to build ultra-high speed broadband networks in communities across America. Google announced last week its intention to launch ultra-high speed broadband internet networks in one or more trial locations across the country. 
Google's vision of a fiber-to-the-home network with open access fits well with Evanston?s focus on making the community ?the Most Livable City in America.? 
Mayor Tisdahl has asked City Manager Wally Bobkiewicz to convene a task force of City staff and interested community members to prepare a response to Goggle?s RFI by the March 26, 2010 deadline.? This task force will hold its first meeting on Tuesday, February 23, 2010 at 6 p.m. at the Lorraine H. Morton Civic Center. 
The networks will deliver internet speeds more than 100 times faster than what most Americans have access to today.? Google will incur the cost to build the network and will charge customers competitive rates for the service.
??Once the Google initiative was announced last week, residents from throughout the community contacted me urging Evanston to compete for this opportunity,? Mayor Tisdahl said.? ?Evanston is a natural place for Google to locate its new broadband network. The combination of the work of Northwestern University, the concentration of small innovative high technology entrepreneurs and two world class medical facilities will allow this network to be a magnet for further business development in the community.?
?In addition, an ultra-high speed broadband network would help bring the world to the students of Evanston supporting the efforts of our excellent K-12 schools in the community.? Fiber-to-the-premise networks serve as an outstanding engine for economic development. Evanston would be an excellent place to construct such a network because we already have high tech industry and a computer savvy population equal to any in the nation,? Tisdahl concluded.
Evanston will tap the expertise of its residents, Northwestern University, Rotary International, Evanston Hospital, St. Francis Hospital, Evanston Township High School, Evanston/Skokie School District 65 and other agencies to respond to the Google RFI.

Hi Reggie, Just to let you know we ;have had a strange  presence in the 
1600/1700 block of Crain and he is traveling via Dewey  both N and S. He is 
driving a silver Camry and I think he is an avg size  hispanic Male, I think he 
had a mustache. He has been checking out the  neighborhood for 3 or 4 days 
now. The 1st time he was noticed he  actually was out of the car looking 
into one of the yards and at the  property. this neighbor states he is not 
selling or anything. If you  would contact em to let me know you recieved this

I spotted a Hispanic male last week walking the north-south alley between
Florence and Dewey, north of Greenleaf.  I looked him in the eye, then went
through my backyard and into the alley (with a garbage bag). Spotted him
again and from a distance he engaged me and told me he was looking for garage
space to rent. I said "Oh yeah?" and he explained that he lived on Dewey
south of Greenleaf, had a truck he used for his business and currently is
parking it in a garage in Chicago. He said his brother worked for Champion
Roofing and he was one of the guys who re-roofed my building 2 years ago. He
also has a roofing company and gave me his business card. I do not know what
kind of car he drives, but I did see him a few days later driving east on
Greenleaf and he smiled and waved.

I have no idea if he was the same guy, but I'll keep a lookout for him to see
what he drives. He was medium build, in his late 30s or early 40s and had a
mustache.

Hi all,? I feel the need to mention that as of today, I know of at least 4 injuries on icy walks. I need to remind everyone?
?the Public Ways code? number 7293 that states,

After a snow fall of 4" or better, in a 24 hr period, we have a legal?resposibility to clear the public ways of snow and ice. That includes OUR Sidewalks!? If you can not clear the ice, you need to use sand or salt. Please put yourselves out and make sure our neighbors are safe and uninjured.

New School Speed Zone Fines Take Effect Friday - Police to Launch 'Educational Enforcement'?
Increased penalties for speeding in school safety zones take effect this Friday, February 26, 2010 and the Evanston Police Department will begin an Education Enforcement program at that time.
Penalties for violating a school speed zone increase to $500 plus a $50 penalty paid to the school district. Prior to this ordinance, such violations had been handled under state law (625 ILCS 5/11-605), which provides for a minimum fine of $150 with an additional $50 penalty paid to the school district and court costs.
?
The City of Evanston's Traffic Bureau, in support of the new ordinance for speeding in school safety zones, will initiate Educational Enforcement throughout the city?s school safety zones. The educational push will begin on Friday, February 26, 2010 and run through Friday, March 5, 2010 (On school days when school children are present). Normal enforcement action using this new ordinance will begin on March 8, 2010. 
The Educational Enforcement action includes the issuance of warning citations to school safety zone violators along with a copy of the City of Evanston press release on the changes. Each violator will also be advised of the new ordinance and the increased penalty for any future violations of this nature. The Educational Enforcement does not include reckless or negligent driving behaviors nor drivers involved in traffic crashes. 
The new ordinance, like the state statute, requires drivers to slow to 20 mph between the hours of 7 a.m. and 4 p.m. in posted school zones on school days when children are present outside the school building.
?
The new ordinance means that the Evanston Police Department issues tickets under the new ordinance rather than state law. The cases would then initially be heard in the City's Administrative Hearings Division rather than in the Skokie Municipal District 2 courthouse.
The purpose of a school speed zone is to reduce the speeds of vehicular traffic so that a driver has more time to recognize and react to a schoolchild within the travel way, allowing enough distance to slow, evade and/or stop prior to an incident. The zones also allow schoolchildren, especially young schoolchildren, to more accurately anticipate vehicular movements in order to safely cross the roadway. ?
